- $145,788.86 For this position, you must be licensed as a
Professional Engineer (PE) in the State of Illinois.
Characteristics of the Job Manages, administers and coordinates the
activities of the Engineering Department in support of policies,
goals and objectives established by the City Administrator by
performing the following duties personally or through subordinate
supervisors and employees. This position entails considerable
initiative and independent judgment and the ability to work with
others to accomplish departmental and City goals and objectives.
Examples of Duties Other duties may be assigned. Manage all
services and activities of the Engineering Department, including
engineering design, engineering planning, development coordination,
survey, construction management and architectural services. Work
collaboratively with the City Administrator, Department Directors
and other appropriate staff members to develop, prioritize,
coordinate and execute the City's Capital Improvement Program
(CIP). Research, and apply for alternate funding sources for future
capital improvement projects. Manage and administer grant funds and
other agency funding. Execute delegated authority in relation to
permits for water and sewer main extensions entered into with the
Illinois Environmental Protection Agency. Work cooperatively and
collaboratively with the City Council, City Administrator, other
City departments and divisions, contractors, developers,
engineering firms, local, state and federal agencies, business
owners, residents to provide uniform and superior engineering and
customer service. Manage and participate in the development and
implementation of goals, objectives, policies, and priorities for
the Department; recommend appropriate service and staffing levels.
Continuously monitor and evaluate the efficiency and effectiveness
of construction techniques, means and methods, as well as materials
and specifications; assess and monitor work load, administrative
and support systems and internal reporting relationships; identify
opportunities for improvement. Plan, direct, coordinate and review
the work plan for the Department; meet with staff to identify and
resolve problems; assign work activities, projects and programs;
monitor work flow; review and evaluate work products, methods and
procedures. Review and approve all plans and specifications,
designs, environmental documents and reports for the City. Serve as
liaison for the Department with other City departments, divisions
and outside agencies; negotiate and resolve significant and
controversial issues. Participate on a variety of management
committees and boards; attend and participate in professional group
meetings; stay abreast of new trends and innovations in the field
of engineering. Respond to and resolve difficult and sensitive
citizen inquiries and complaints; review contractor claims against
the City; review, investigate and settle disputes between
developers and the City. Promote communication and adequate
information flow. Develop operating policies, procedures and
programs consistent with parameters set by the City Administrator
Review analyses of activities, costs, operations and forecast data
to determine division progress toward stated goals and objectives
and report findings to the City Administrator. Ensure that the
responsibilities, authorities and accountability of all direct
subordinates are defined and understood. Ensure that all
organization activities and operations are carried out in
compliance with local, state and federal regulations and laws and
conformance to acceptable standards and practice. Provide timely,
accurate responses to requests for services and information. Hire,
transfer, suspend, lay off, recall, promote, discharge, direct,
evaluate, reward and discipline employees, adjust employee
grievances or recommend any of these actions. Prepare legal and
highly confidential information, including information related to
collective bargaining. Develop budget estimates based on
anticipated needs and administer assigned budgets. Explain, apply
and enforce City and department policies and labor contract
provisions. Requirements Training and Experience Bachelor's degree
in civil engineering from an accredited college or university and
seven (7) to ten (10) years progressively responsible experience in
civil engineering, including at least five (5) years of supervisory
experience; or equivalent combination of training and experience
which provides the required knowledge, skills and abilities.
Knowledge, Skills and Abilities Comprehensive knowledge of
acceptable practices and standards of civil engineering, including
design, construction and maintenance of public works projects;
thorough knowledge of the laws and regulations that impact the work
perform
