The Electronic Payments Program Manager is responsible for executing strategies in accordance with organizational goals. This position provides the leadership and management to ensure that TBK Bank electronic payment services are operating in a manner to support organizational growth, operating efficiency and customer service excellence.Oversee and manage Electronic Funds Transfer (EFT) activities for credit card, ACH third party senders, and RTP and plan, direct, and organize the activities of the workgroup to maintain and ensure the following are in place to mitigate risk; departmental efficiencies, procedural adherence, regulatory compliance, information security, and audit standards. Provide direct reports with proper tools and authority to execute their assigned functions and develop skills of staff through goal-setting, coaching, problem resolution, delegation, training, counseling, and performance management.Position Description:Lead and direct all aspects of Electronic Payments activities. - Responsibilities include:Responsible for new product design and planning to include, understanding requirements from line of business, implementation oversight, and operational support development. This may include, but is not limited to issuing credit cards (payroll, prepaid, purchasing, closed loop, and virtual), oversight of ACH third party senders, and RTP.Develop and oversee processes to ensure compliance with Regulation E: Electronic Fund Transfers (12 CFR 205).Oversee and review digital payment products and offerings; recommend new/existing product enhancements to management; ensure proper implementation of new and approved products and services.Provide general support to Electronic Payments functions including but not limited to credit card issuance, monitoring ACH third party senders, and RTP.Keep abreast of trends and developments within banking and related industries, as well as economic and regulatory changes.Provide both internal and external customer support for electronic payments.Serve as subject matter expert for department with regard to NACHA rules for third party senders.Complete, adhere to, and respond to all risk assessments and audit and SOX findings; ensure compliance with all regulatory guidelines.Research non-routine complex digital payment problems, and communicate findings and/or resolutions to management and appropriate parties.Coordinate and deliver timely management reporting of digital payment activities, risks and trends.Ensure effective coordination occurs between assigned functional area and other bank departments.Provide expertise in the development and documentation of functional processes and procedures.BCP and vendor management for respective region or function. Participates in relationship with credit card brand and credit card processor. -Continue professional development through training, seminars, certifications, and membership in professional associations, as applicable.Perform duties in compliance with applicable laws and regulations, including but not limited to the Bank Secrecy Act (BSA) and related anti-money laundering laws, and in accordance with the Bank's Information Security Program.Maintain a positive and caring atmosphere for customers and employees consistent with TBK Bank's mission and philosophy.Other duties as assignedQualifications:A minimum of five years of similar or related experience.Bachelor's degree in a business-related major preferred and/or management experience preferably in financial services.Prior experience working with credit card brands, i.e. Mastercard or Visa.ACH Accredited Professional (AAP) certification is highly preferred.Knowledge of the NACHA Operating Rules, NACHA Operating Guidelines and applicable federal and state laws such as Electronic Funds Transfer Act (EFT Act), and Regulation J.
